China is one of the largest producers of wind turbines in the world. This article discusses importing wind turbines from China to the EU.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is a wind turbine?<\/h2>\n\n\n\n<p>A wind turbine is one of the components of a wind farm. It consists of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>foundation<\/li>\n\n\n\n<li>tower<\/li>\n\n\n\n<li>rotor with blades<\/li>\n\n\n\n<li>nacelle with a generator, controller, brake, and gearbox.<\/li>\n<\/ul>\n\n\n\n<p>Weather and wind turbine power determine what kind of output can be generated from the turbines.<\/p>\n\n\n\n<p>Wind turbines can be horizontal (Horizontal Axis Wind Turbines, HAWT), the most popular, and vertical (Vertical Axis Wind Turbines, VAWT).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where are wind turbines produced in China?<\/h2>\n\n\n\n<p>Wind turbines of various parameters and the number of blades can be sourced from China. One of the largest wind turbine production areas is Qingdao, Shandong Province. It has to be covered when goods cross customs borders so that they can be placed on the foreign market. Customs rates, which determine the amount of the duty based on factors such as the value of the shipment, are available in the tariff system <a href=\"https:\/\/examinechina.com\/blog\/taric\/\">TARIC<\/a>.<\/p>\n\n\n\n<p>For utility-scale wind turbines of an electrical power generation capacity \u2013 either in onshore or offshore applications &#8211; equal to or in excess of 1.00 megawatt, fitted in a steel wind tower and a nacelle\u2026, <a href=\"https:\/\/examinechina.com\/blog\/cn-code\/\">customs code<\/a> 8502 31 00 85, the duty rate is <strong>2.7% <\/strong>duty rate. There is a definitive anti-dumping duty applied on the wind towers: EUR 0.192 \/ nat curr. \/ 1 EUR \/ Nat Curr.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Importing wind turbines from China to the EU \u2013 requirements<\/h2>\n\n\n\n<p>It is the importer&#8217;s duty to ensure that the sourced product complies with the target market&#8217;s requirements. Relevant provisions can be found in directives and regulations issued by the competent authorities of the European Union.<\/p>\n\n\n\n<p>The international standards IEC 61400 apply to wind turbines. Meeting the standards is voluntary, although many comply with EU requirements.<\/p>\n\n\n\n<p>Do not forget to attach the <a href=\"https:\/\/examinechina.com\/blog\/user-manual-and-importers-obligations\/\">product&#8217;s user manual<\/a> and technical documentation. Below are the regulations for wind turbines in the EU market.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">EU regulations on wind turbines<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">1. Machinery Directive<\/h4>\n\n\n\n<p>Directive <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex%3A32006L0042\" target=\"_blank\" rel=\"noreferrer noopener\">2006\/42\/EC<\/a> applies to machines and their parts. Each machinery subject to this directive has an affixed nameplate.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">2. Electromagnetic Compatibility (EMC) Directive<\/h4>\n\n\n\n<p>Directive <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A32014L0030&amp;qid=1654766195471#ntr4-L_2014096EN.01007901-E0004\" target=\"_blank\" rel=\"noreferrer noopener\">2014\/30\/EU<\/a> applies to devices with electronic or electrical components that potentially interfere with the operation of other devices.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">3. Low Voltage Directive (LVD)<\/h4>\n\n\n\n<p>Directive <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:32014L0035\" target=\"_blank\" rel=\"noreferrer noopener\">2014\/35\/EU<\/a> regulates electrical equipment with voltages between 75 V and 1500 V DC and between 50 V and 1000 V AC.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">4. The manufacturer\u2019s declaration of conformity has to be marked too. Exhibitors present various solutions in this area, and during seminars, you can learn about the latest trends regarding wind farms.<\/li>\n<\/ul>\n\n\n\n<p><strong>Canton Fair (China Export and Import Fair) Phase 1<\/strong><strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Venue: Canton Fair Complex, Guangzhou<\/li>\n\n\n\n<li>Website: <a href=\"https:\/\/www.cantonfair.org.cn\/en-US?_t=0Mr\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">cantonfair.org.cn\/en<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/examinechina.com\/blog\/tag\/canton-fair\/\">Canton Fair<\/a> is the longest-running trade fair in China. The first phase is about machinery and vehicles, including wind farms.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Importing wind turbines from China \u2013 to sum up<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Many Chinese wind turbine manufacturers are in the eastern part of the country.<\/li>\n\n\n\n<li>The duty on wind turbines from China is low, but an anti-dumping duty is applied to towers.<\/li>\n\n\n\n<li>Wind turbines in the EU market must comply with the Machinery Directive, EMC Directive, and LVD Directive.
