The\u00a0Regulation\u00a0covers\u00a0construction\u00a0products\u00a0(including\u00a03D-printed\u00a0items)\u00a0intended\u00a0to be\u00a0permanently\u00a0incorporated\u00a0in\u00a0buildings\u00a0or\u00a0civil\u00a0engineering\u00a0works, plus\u00a0certain\u00a0key\u00a0parts\u00a0(and, by\u00a0manufacturer\u2019s\u00a0request,\u00a0some\u00a0materials) for\u00a0such\u00a0products. A\u00a0few\u00a0sectors\u00a0(e.g.,\u00a0elevators\u00a0already\u00a0regulated\u00a0elsewhere)\u00a0fall\u00a0outside\u00a0this\u00a0scope.\u00a0<\/p>\n\n\n\n
If\u00a0a\u00a0product\u00a0is\u00a0designed\u00a0to\u00a0become\u00a0part of a\u00a0building\/structure\u00a0and\u00a0stay\u00a0there,\u00a0assume\u00a0it\u00a0is\u00a0in\u00a0scope\u00a0unless\u00a0clearly\u00a0regulated\u00a0by a\u00a0separate\u00a0sector\u00a0law.\u00a0<\/p>\n\n\n\n
According\u00a0to the\u00a0regulation, \u201cconstruction\u00a0product<\/strong>\u2019\u00a0means\u00a0any\u00a0formed\u00a0or\u00a0formless\u00a0physical\u00a0item,\u00a0including\u00a03D-printed products,\u00a0or\u00a0a kit\u00a0that\u00a0is\u00a0placed\u00a0on the market,\u00a0including\u00a0by\u00a0means\u00a0of\u00a0supply\u00a0to the\u00a0construction\u00a0site, for\u00a0incorporation\u00a0in a permanent\u00a0manner\u00a0into\u00a0construction\u00a0works\u00a0or\u00a0parts\u00a0thereof\u00a0with the\u00a0exception\u00a0of\u00a0items\u00a0that\u00a0need\u00a0first\u00a0to be\u00a0integrated\u00a0into\u00a0a kit\u00a0or\u00a0another\u00a0construction\u00a0product\u00a0prior\u00a0to\u00a0being\u00a0incorporated\u00a0in a permanent\u00a0manner\u00a0into\u00a0construction\u00a0works.<\/p>\n\n\n\n \u2018Permanent<\/strong>\u2019 means intended to remain in the construction work, or in parts thereof, after the completion of the construction or renovation\u00a0process.<\/p>\n\n\n\n A regulation is a legal act that directly applies to the legislation of an EU Member State. National regulations for construction\u00a0products\u00a0(e.g., technical requirements, fire regulations) also apply.<\/p>\n\n\n\n If\u00a0your\u00a0product\u00a0is\u00a0CPR-compliant\u00a0and CE-marked\u00a0under\u00a0a\u00a0harmonised\u00a0specification,\u00a0national\u00a0authorities\u00a0(and public\u00a0buyers\/utilities)\u00a0cannot\u00a0require\u00a0different\u00a0product-side\u00a0\u201capproval\u201d in the\u00a0harmonised\u00a0field.\u00a0Some\u00a0of the\u00a0obligations\u00a0for the\u00a0building\u00a0remain\u00a0national.<\/p>\n\n\n\n Under 2024\/3110 you prepare a\u00a0Declaration of Performance & Conformity (DoP&C)\u00a0\u2014 conceptually merging the old\u00a0DoP\u00a0with a conformity statement. It documents the product\u2019s\u00a0essential characteristics\u00a0and\u00a0compliance\u00a0against the\u00a0harmonised\u00a0specification\u00a0(harmonised\u00a0standard or EAD\/ETA), including environmental information\u00a0phased in\u00a0over time.<\/p>\n\n\n\n CE continues to be the\u00a0main\u00a0marking that attests declared performance and conformity of construction products within the CPR scope.<\/p>\n\n\n\n The\u00a0new\u00a0CPR\u00a0is\u00a0part of the\u00a0EU\u2019s\u00a0move\u00a0to\u00a0digital\u00a0transparency. Construction products\u00a0will\u00a0carry\u00a0a\u00a0Digital Product Passport,\u00a0providing\u00a0structured\u00a0access\u00a0to performance,\u00a0conformity, and\u00a0sustainability\u00a0data (interoperable\u00a0formats, role-based\u00a0access,\u00a0durable\u00a0availability).<\/p>\n\n\n\n As a\u00a0manufacturer,\u00a0you\u00a0must:<\/p>\n\n\n\n Bear in mind that if\u00a0you\u00a0rebrand\u00a0a\u00a0product,\u00a0modify\u00a0it\u00a0in a\u00a0way\u00a0that\u00a0could\u00a0affect\u00a0performance\u00a0or\u00a0compliance,\u00a0or\u00a0change\u00a0its\u00a0intended\u00a0use,\u00a0you\u00a0assume the role of a\u00a0manufacturer, not importer.<\/p>\n\n\n\n An\u00a0importer\u00a0must,\u00a0before\u00a0placing\u00a0on the market:<\/p>\n\n\n\n Here are the most\u00a0important changes\u00a0introduced by Regulation 2023\/3110 compared to Regulation 305\/2011:<\/p>\n\n\n\n The new CPR 2024\/3110 introduces a refreshed model for the conformity of construction products: a combined\u00a0DoP&C\u00a0declaration, CE as the most important conformity mark, and a digital passport system.
